Definitely! I don't believe that girls should sit around waiting for guys to call. If you like someone, you should take the chance --with the understanding that you might be rejected. Since guys are typically the aggressors, they go through this alot.
You really have to get a feel for the person. Some guys that I've approached have loved it and others have not. I get along better with guys who don't have a problem with it; they seem to be more open, less into traditional gender roles which is something I prefer. I think some guys find it extremely flattering when a girl makes the first move, and it takes the pressure off of them for a change.
Also, it depends what you mean by "the first move." If you just like the guy and want to go out and get to know him better, you just find something in common, and say, "Hey, do you want to (fill in the blank. (party, movies, bike ride, hike, sports event....)
If you mean getting physical then you risk being called a bunch of unfair, sexist names, but if you're willing to chance it, you could try the direct approach, which is "I'm very attracted to you," or "You have beautiful eyes/hands or "You have a sexy voice," and then take it from there.
Or you could try approaching a guy the same way that you like to be approached, however that is.
The bottom line is that you have to be willing to take a risk. If the feelings aren't mutual, so what? If you don't try, you won't know.
Some people will try to discourage you because gender roles are still pretty rigid in this society. Don't listen to them!
