I think it depends on two factors. First, what is your own situation. How crucial is the level of pay? Is it a job for experience or a job for finances. If you think the pay issue could be a deal breaker (e.g. not enough) you definitely should ask. If the job is a senior position or great experience then you might want to "hook" them before making an issue of the money. It could be an issue, but it seems to me that first you want them to want you and then you negotiate price.

I think the only polite way to ask about money is at the end of the interview, if you feel the interview went well and there was a certain chemistry between you and the interviewer. You also do not have to make it so blunt as to say what's the pay. You can ask what are the working conditions here like-as if you want to ask about days off, holidays, lunch breaks, etc.. and hopefully they will discuss salary in their answer.
