We are low on money, but so far my practice tests haven't been too high, aside from expensive courses what are my options for improving my scores?

There are lots of good prep books and I think you can buy sample tests from the college board.

Buy books that help you prepare as well as reading a lot of difficult articles or books that will force you to come across new vocabulary. Work by yourself on the math and then when you dont understand something maybe you can ask your math teacher in school to sit with you for a small amount of time each week to help you understand what you are having trouble with.

Prep books are a great resource and they give the same information as expensive courses do. Furthermore, many of the books come with a CD which can give you a realistic testing experience, because the questions are real and time is kept for you. This is certainly good practice.
